I think the confusion comes about as both are built in a similar fashion, albeit the Maria Pia Bridge doesn’t have a lower level, the Dom Luís bridge is more prominent in tourist areas (Ribeira and Cais de Gaia) and it WAS built by one of Eiffel’s followers/partners.
